Introduction
A Health Information Exchange has an opening for HIM professionals. The primary role of HIM is to write policies and procedures for HIE. The key roles of HIM are discussed and the five policy topics are referred with certain legislative requirements such as HIPAA, EHNEC, etc. The benefit to HIE and the policy requirements are discussed (AHIMA, 2006).

Role of HIM in an HIE
HIM professionals play an integral role in order to manage the operational issues and legal issues of health record environment. The security issues are resolved and the confidential information is exchanged among HIE. HIM professionals have certain roles to benefit HIE. An understanding to state and federal laws is considered with the level of confidentiality to be maintained and the privacy of PHI to be maintained in all the formats. An access to PHI is defined by HIM professionals and these are maintained with federal and state law. Privacy riles of HIE's are maintained with a knowledge of the status of HIE. Developing policies, standards and procedures for HIE is the integral role. The design of programs and processes are considered with the level of experience and expertise by HIM. Expertise in public health disease concerning the local, state and federal services is reported to HIE. Managing the health information system at the time of disaster and emergencies is the role of HIM. A collaborative relationship has to be maintained among the administrative and clinical stakeholders so as to benefit HIE from HIM.

Five topics
HIM professionals possess an experience in developing the standards and policies so as to add value to HIE and its effective planning is considered that ensures implementation of HIO's with health insurance portability and accountability act HIPAA. The five topics that HIM professionals contribute to HIE are revising participation agreements to reflect AHIMA's information governance principles for healthcare, establishing HIPAA structure, reviewing compliance processes, manage access to PHI and EHNAC compliance accreditation provided to HIE.

AHIMA policy

The revision of participation agreement reflects with the AHIMA's information governance that ensures the adoption of AHIMA from ARMA International. This helps in record keeping for HIE and the standardized prescriptive information is maintained. There is a non-prescriptive information that helps to consider the current and future agreements of HIE. An inventory is maintained for participants within HCO (Bailey-Woods, 2015).

HIPAA legislation

HIPAA structure helps to maintain provider relations and this helps to form an Organized Health Care Arrangement. This law helps to recognize the privacy rules that considers CEs to share PHI of patients and manage the joint operations (AHIMA, 2006).

Compliance process

The compliance process is reviewed by HIM and it helps to handle the security and privacy incidents of HIE. This way the HIE's are benefited with the review of the compliance process. The patient data integrity issues are managed and identified in order to consider the protection of patient's information.

PHI

An access to PHI is managed and reviewed by HIM as per the process and this helps HIE. the access requirements and reporting information are reviewed by the professionals. The procedure of break the glass is reviewed and identified with the policies and procedures. Monitoring the activity and its access is considered by HIM professionals (AHIMA, 2007).

EHNEC enforcement

EHNEC helps to ensure compliance with a strategy to consistently make sure that HIE has technical, administrative and physical procedures that are appropriately maintained. The confidentiality and integrity are maintained and protected by HIM to benefit HIE.
